Abstract
Scope and Contents of the Materials
The MPH Papers contain papers, letters, photographs, extensive notes, and official documents depicting the life of MPH. The collection is organized first by series of which there are 5: Photos, Biographical, Educational, Historical, and Landscape.
For the most part, items within each series are organized second by type (Correspondence, official document, news clippings), and lastly, chronologically. The Photographic series is organized into 4 boxes: Personal, Historical and Genealogical, and Sides and Postcards, and Postcards (and Conferences). Each of these boxes is organized chronologically.
The second series, Educational, contains materials from schooling and study as both student and teacher for MPH, MPH's mother Ianna Hays, and her sister Estelle. The Education series is organized into 3 boxes: Conferences (and Postcards continued), Educational Materials and Notes, and Formal Educational Publications (and Genealogy).
Third, the series Biographical is divided into 9 boxes: Educational publications (and genealogy as continued), Family Correspondence and BIographical, Personal Correspondence, Personal Publications, Travel Publications (Box 1-4[genealogy]), and Personal News Clippings. Within each of these boxes, the material is organized chronologically.
The fourth series is historical, divided into 4 boxes of Historical Publications, Internal Notes, Official Correspondence, and News Clippings (and internal notes continued). Within each of these boxes, the material is for the most part organized chronologically.
Lastly, the fifth series is Landscape, arranged into one box, Misc. due to the size and shape of these documents. Documents here are arranged as close to their original order as possible in accordance to this finding aid.
The original intention of the collection was maintained as closely as possible, and unusual groupings of items within folders are annotated on each folder respectively.
The collection includes pieces from her mother, Ianna (Jones) Hays through her death, ranging from 1850 to 2008. Items that were collected by MPH but originally belonged to her mother or sister Estelle (Wallace) Hays are annotated as such.
Collection Historical Note
Margaret Parx Hays (MPH) was born in Gainesville, TX in 1918. After attending Newsome High School in Gainesville, TX (graduated 1931), MPH attended Gainesville Jr College and finally North Texas State Teacher's College (NTSTC), where she received her Bachelor of Science in Education in 1934. After working at the Registrar's office for NTSTC for a few years, she took a hiatus to complete a Masters in Education at the University of Michigan where she matriculated in 1938. MPH returned to her employment at NTSTC until she enlisted in the State Department for her first assignment to the domestic post of New Orleans, LA in 1942. During this time, MPH also applied to the Department of State Foreign Service Office, in which she was approved upon release of her 6mo assignment in New Orleans. She moved to Washington D.C., took the oath and began training for both Foreign Service and Language (Spanish) prior to her first assignment in Dec, of 1942 to Buenos Aires, Argentina. Her duty stations are as follows:
12/42 - 1/45: Foreign Service Clerk (Cryptographic Clerk) Buenos Aires, Argentina. At this post, MPH served in a position that left her uniquely aware of the WWII Argentine-US relationship, in which the US denied Lend-Lease aid to Argentina who promptly overthrew the neutral government in favor of a pro-Ally one month before the end of the war.
12/45-12/47: Vice Consul, Cheif Consular Section, Bogota, Columbia. Here, too, MPH witnessed a revolution that overthrew the government for a new one.
3/48-9/50: Vice Consul, Visa Officer/Personnel Officer, Rio de Janiero, Brazil.
1/51-5/54 Area Personnel Placement Officer (Far East), Washington D.C.
7/54-6/55 Personnel Officer, Manila, Philippines. This position ended when MPH was promoted to Consul after passing the Foreign Office Exam. Additionally, this tenure was characterized by a Red Scare investigation into a specific passport denial case, in which MPH was accused of being a communist sympathizer.
6/55-8/56: Consul Cheif Passport Unit, Manila Philippines. The Philippines celebrated their 10-year Independence Day from the United States on July 4, 1956.
12/56-12/58: Consul: Assistant Cheif Visa Dept./Cheif Passport Dept. Mexico City, Mexico. MPH was stationed closer to home than she had been before at this duty station, and so this position was characterized by closeness with family.

3/61-3/62 Assistant Cheif, Latin American Branch, Passport Office, Washington DC
3/62-6/62 Chairman, Staff Corp Review Panel, Washington DC
8/62-7/64 Consul, Chief, Citizenship and Passport Office, Hong Kong, People's Republic of China. After some dedicated sexism from her direct supervisor, MPH retired with prejudice.
After her retirement from the FSO in 1964, MPH returned to Washington D.C. to work at the American University as the Latin American Political Education Analyst and published extensively on the wants and needs of Latin American students in the political realm of the Cold War.
MPH returned home to her ailing mother in 1966 and began a new career by establishing the Cooke County Historical Society (CCHS). Through the foundation of the CCHS, MPH opened the Morton Museum in 1967 through extensive campaigning and grant writing to fund the project. In 1971-1973, MPH worked as a counselor and the Head of the Cooke County Mental Health Hospital working directly with mentally ill patients. Upon completion of her tenure there, MPH worked diligently for the next decade on memorializing and preserving Gainesville, TX and the historical significance of Cooke County. In 1981-1983, MPH served as the first (and to date, only) female Mayor of Gainesville, TX. She continued her work with the Morton Museum, and the foundation and renovation of the Santa Fe Depot museum until her formal retirement in 2002. MPH moved to Chapel Hill, NC to be closer to her sister and nephew, until her death in 2008.

During World War II, MPH was stationed at the U.S. embassy as a secretary for the passport office in Buenos Aires. During 1944, Buenos Aires experienced a drastic change in power due to the polar axis shifts between Allied and Axis powers on the European front. Due to tensions with the United States denying lend-lease aid to Argentina, a violent revolt of power happened in 1944 finally aligning Argentina with the Allied powers a few months before the end of the war. MPH documented the revolution and military involvement in the immediate area near the embassy and her home. -

AMTRACK, the major railway, reconnected Gainesville, Texax to the remainder of the grid. What used to be a major railway depot (in fact, the establishment of Gainesville revolved around the major local station that connected Dallas and Houston to Oklahoma and Colorado), the Santa Fe Depot hosted the grand opening of the Amtrack inaugeral arrival and departure. -

By invitation only, a few years after Ping Pong diplomacy with Communist China, MPH was a part of a small group who traveled to the PRC. They received an exclusive tour that limited access to pictures, but MPH took them anyways. Documentation of her breaking the law is included in her "Personal Correspondence" file on the subject. These pictures include the Forbidden City, the Great Wall, and various government and religious buildings.The group itself consisted of historians exclusively, including coordinators from the Smithsonian. The list makes MPH's experience in museums seem small, which says a lot about her life experience and persuasive writing abilities to be included. -

MPH as Mayor was placed as the sole caregiver for Mrs. Bellamy in her old age, with the power of attorney. MPH cared for her until her death because she had no other living relatives, with one exception of William "Ray" Bellamy who was incarerated at Huntsville State Penitentiary. MPH continued correspondence with Ray, who was illiterate and had cellmates assist with his writing. Ray appealed his sentence, of which he was found guilty of Robbery and Attempted Rape in the states of LA and TX for two seperate crimes a week apart. MPH stayed in contact with him, until his assumed death? -

Series 4: Historical, 1966-2000
MPH founded the Cooke County Heritage Society (CCHS), often referred to as the Cooke County Historical Society in letters and paperwork, in 1966. Immediately after fundraising and gaining community support, the CCHS opened the Morton Museum in the old fire station in Gainesville, TX. MPH was an active board member, even during her tenure at the Mental Hospital and as Mayor. MPH continued to campaign for funding and completing historical research until her official retirement in 2002. MPH also began work on the restoration of the Santa Fe Depot (completed in 2001), and other historical ventures documented here.-

Amtrak Trains decided, after some petition from MPH, to begin regular service through the historic train station in Gainesville, TX. Gainesville was originally founded as a train station point to the West, as a major transportation hub. This historic event was important to the CCHS and was celebrated throughoutt the county. -

The "Great Hanging", an event in which Confederate sympathizers hung to death several North Texas Union sympathizers in the square after the war in Gainesville, TX. MPH sought to commemorate the event in the park in which it occurred and collected an abundance of research personally and through the History department at the University of North Texas to institute the exhibit.
This folder contains MPH's extensive notes on other histories written on the topic, as well as a variety of mappings for the actual Museum installation she intended to place in its original location.

MPH agreed to serve as part of UNT's Legislative Advisory Committee in regards to "lobbying" for state education funding. Due to financial crises, MPH served as a writer to Senate and House members regarding educational funding for North Texas, the expansion of the University of Texas at Dallas to a four-year institution, and the promotion of the University of Texas at Austin for higher education.
During this time, MPH served as a promotional advisor for the furtherance of government (from her FSO experience) and specifically her history experience (with the CCHS).
